INDIA: MIPP was unveiled during the recent Bi-annual Naval Commanders’ Conference held in New Delhi by Minister of State for Defence, Ajay Bhatt. The conference, the second edition of its kind, conducted a review of decisions made during the first edition held aboard INS Vikrant in March.

Minister Ajay Bhatt presented various documents during the conference, including the “Maritime Infrastructure Perspective Plan 2023-37 (MIPP),” IRS Rules and Regulations Handbook, Family Logbook, and Electronic Service Document Project.

The “MIPP” aims to align the Navy’s infrastructure needs for the next 15 years with a comprehensive Perspective Plan model. The plan is in line with the Government of India’s vision for sustainable infrastructure and covers broader policy directives such as the “PM Gati Shakti Project,” Disaster Resilience, and the transition to Net Zero.

The “IRS Rules and Regulations Handbook for Construction and Classification of Naval Combatants” has been updated to account for technological advancements and self-reliance in the Naval shipbuilding industry.

The “Family Logbook for Defence Civilian Personnel of the Indian Navy” serves as a personal financial record book for the families of naval civilian personnel, offering vital financial information on insurance, loans, investments, and more, to assist in emergencies or mishaps. The “Electronic Service Document Project” will digitize and centralize the Human Resource record keeping and management of Naval personnel, aligning with the Digital India Vision.

Minister Bhatt commended the Navy during his interaction with Naval Commanders for maintaining a high operational tempo to ensure secure seas for national security and prosperity. He also praised the Navy’s efforts toward indigenization and innovation, exemplified by the recent launch of indigenous stealth frigates “Vindhyagiri” and “Mahendragiri.”

The conference showcased ongoing and planned indigenous projects of the Indian Navy, utilizing niche technologies in areas like Artificial Intelligence, Tactical Communications, Combat Management Systems, Cyber Security, Underwater Domain Awareness, and Combat Platform Integration.

In his opening remarks, Chief of Naval Staff Admiral R Hari Kumar emphasized the Navy’s role as a maritime power and its readiness for missions in the Indian Ocean Region (IOR) and beyond, in alignment with the vision of “Security And Growth for All in the Region (SAGAR).”
