NIA Files Chargesheet Against Two Accused, Including a Pakistani National

The two accused were involved in a criminal conspiracy to carry out terrorist activities in J&K

INDIA. Mumbai: The National Investigation Agency (NIA) on Wednesday filed a chargesheet against two accused, including a Pakistani national who is a close associate of Jaish-e-Mohammad (J-e-M), chief Maulana Masood Azhar Alvi, in a terror conspiracy case with plans to disturb peace and communal harmony in Jammu and Kashmir through acts of violence.

They have been identified as Mohd Ubaid Malik of Kupwara and Muhammad Dilawar Iqbal alias Maaz Khan Kashmiri alias Maaz Khan alias Maaz Kashmiri alias Azad Kashmiri, a resident of Abbaspur in Pakistan Occupied Kashmir (POK), the NIA statement read.

The accused have been charged under sections 120 B and 121 A of the Indian Penal Code 1860 and sections 18, 18B, 20, and 38 of the Unlawful Activities (Prevention) Act (UAPA) 1967. They were involved in a criminal conspiracy to carry out terrorist activities in J&K by unleashing attacks on “outsiders as well as security forces.

Dilawar Iqbal, the aide of Jaish-e-Mohammad chief, was engaged in motivating Kashmiri youth and was responsible for motivating Mohd Ubaid Malik to join the JeM militant ranks. He used to incite the youth to pursue jihad by sharing inflammatory audio and video clips of Maulana Masood Azhar Alvi, the NIA chargesheet said. He also sent videos related to encounters in Kashmir to provoke the youth to pick up arms.

The case (No. RC-05/2022/NIA/JMU) in which two accused have been charged was registered on June 21, 2022. According to the NIA, proscribed terror outfits are engaged in the radicalization of local youth and the mobilisation of overground workers with the object of carrying out terror attacks to disturb the peace.

The NIA case relates to the conspiracy hatched by terrorist organisations to unleash violent attacks in Jammu and Kashmir with sticky bombs, IEDs, and small arms as part of Pakistan-based terror groups’ conspiracy. It involved the radicalization of local youth and mobilisation of workers of the newly floated outfits like the Resistance Front (TRF), United Liberation Front Jammu and Kashmir (ULFJ&K), Mujahideen Gazawat-ul-Hind (MGH), Jammu and Kashmir Freedom Fighters (JKFF), Kashmir Tigers, PAFF, and others. These outfits are affiliated with proscribed terrorist organisations like Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM), Hijb-ul-Mujahideen (HM), Al-Badr, Al-Queda, etc.
