The Interministerial Panel Proposes that a Central Law Governs Online Gaming

INDIA: An Interministerial Task Force (IMTF) set up to investigate new guidelines for online gaming has prescribed focal regulation to oversee the games.

The interministerial panel called the Public Betting Demonstration of 1867, which presently covers online gaming regulations, is unfit “of covering /safeguarding /managing” with computerized-based exercises and the arising advancements related to it.

In its September report to the Prime Minister’s Office, the IMTF said that since the team was replacing all outdated laws, it became even more critical to replace the existing law(s) with new legislation(s). The new legislation(s) would cover not only the entire scope of technology and internet-based gaming but also cover extraterritorial jurisdiction, which is currently missing.

The report supported central legislation while citing inconsistent state laws regarding online gambling. It stated that an online gaming platform must not permit or facilitate transactions using unregistered payment systems, nor should it encourage or facilitate any money laundering, financing of terrorism, or transactions that violate the Foreign Exchange Management Act, etc.

The Public Gambling Act (PGA), a pre-Internet law that serves as a model for state governments to adopt or not, was mentioned in the report. The PGA recognizes that games which require skill and games which rely on chance are distinct. The PGA does not apply to games of skill; the games that require skill are excluded.

According to the report, while many state governments have adopted the Public Gambling Act as it is, others have also introduced their legislation. In some states, like Sikkim, Meghalaya, and Nagaland, there is a way to license online games. In some states, online games of chance and skill with real money are outlawed. These include Andhra Pradesh, Telangana, and Odisha.

The report expressed concern about the absence of a uniform regulatory approach for online gaming in state laws. In addition, despite the Supreme Court’s recognition of the fundamental right to trade for games of skill, some state governments adhere to the Public Gambling Act and permit games of skill for real money. On the other hand, others have sought to prohibit both games of skill and chance.

The report added that online gaming companies face a non-uniform regulatory environment. The companies must resort to geo-fencing technologies in their games as they may be legal in some states while illegal in others.

It is worth noting that online games of skill and chance were outlawed in Karnataka, Kerala, and Tamil Nadu by laws challenged in high courts and deemed unconstitutional.

BRAZIL: George Russell fended off his teammate Lewis Hamilton at the dying stages of the Sao Paulo GP to register his first F1 win. The 24-year-old timed a late safety car restart to perfection to build a gap with his teammate. He sustained the relentless pressure from Lewis Hamilton to come home in the first place. Russell finally ended Mercedes’ win drought in the 2022 season.

After early contact with Max Verstappen caused him to fall down the field, Lewis Hamilton finished behind his teammate to complete a Mercedes one-two. The seven-time World Champion made a strong recovery drive to regain second place.

In a highly entertaining Sao Paulo GP, Carlos Sainz finished in the final in the podium position.

After a thrilling sprint on Saturday, the Sao Paulo GP started with an all-Mercedes front row, with Russell and Hamilton ahead of Max Verstappen and Sergio Perez of Red Bull at the start.

Friday’s pole-sitter Kevin Magnussen was spun around by Daniel Ricciardo at Turn 8. The McLaren driver nudged the Haas’ right-rear tire on the corner entry. There were dejected scenes at Haas, who hoped for points finish in the Sao Paulo GP. 

Ricciardo’s car remained on Magnussen’s outside as he rolled back onto the grass. As a result, they collided, disqualifying both drivers from the race and bringing out the Safety Car on the first lap.

The race restarted a few laps later, and George Russell timed it to perfection, making a sizeable gap to Lewis behind. 

Bringing back flashbacks of the controversial 2021 F1 season, Max Verstappen was able to get a run and braked late to pass Lewis around the outside of Turn 1. He carried a lot of speed going into the subsequent turn 2 and ran into the side of Lewis Hamilton. 

The Dutchman suffered damage to his front and had to make a pitstop. He was later slapped with a 5-second time penalty by the race director for causing the collision. 

Lewis Hamilton had a broken wheel cover from the impact, but he carried on. While the race officials investigated the incident, he charged back up the field from the eighth position. He overtook Mick Schumacher, Pierre Gasly, and Sebastian Vettel before chasing down Carlos Sainz and Sergio Perez.

Leclerc and Norris came together at Turn 6, moments after Lewis and Verstappen’s collision. Norris hit the inside kerb at the top of the turn and suffered an understeer. He went into the side of the Ferrari of Leclerc, who was trying to get past around the outside. 

The Monégasque driver vented his rage over the team radio, but even though he could get out of the barrier when he got going again, he was at the back. Lando received a 5-second time penalty for the incident.

Lando Norris’ McLaren triggered a late safety car after it suffered a power loss from an electrical failure, which initiated a flurry of pitstops. Ferrari pitted Sainz for a new set of soft tyres, which jeopardized the Mercedes 1-2 up ahead. 

Mercedes had nailed their strategy to create a sizeable lead ahead of Sainz and Perez, but the safety car would bunch up the field, allowing the drivers behind with newer tires to quickly overtake the duo.

Alpine was the first to employ team orders, firmly telling Esteban Ocon not to race hard against his teammate Fernando Alonso. Ocon was vocal in his response, telling the team to let him race and gain positions on Vettel ahead. 

George Russell timed the restart to perfection as the Mercedes duo pulled away from the pack. George Russell quickly pulled a one-second gap over Lewis Hamilton and managed it till the end to claim his first F1 race win, a day after coming first in the sprint race.

Behind the Mercedes duo, Carlos Sainz led his Ferrari teammate Charles Leclerc in 4th, who asked his team to swap positions with Sainz to aid him in grabbing P2 in the F1 drivers’ championship. Ferrari did not entertain his requests. 

The Alpine of Alonso came home in 5th position after starting from 18th. Verstappen finished 6th after disobeying team orders and declining to let Sergio Perez through. The Mexican could have gained crucial points in his fight for P2 in the F1 drivers’ championship had Verstappen let him gain the position. 

Ocon finished 8th after a brave fight back up the field after starting from 17th. Valtteri Bottas and Lance Stroll rounded up the points positions at 9th and 10th, respectively. Sebastian Vettel drove beautifully throughout the race but unfortunately missed out on points as he finished 11th behind his Aston Martin teammate.

Krafton Acquires Neon Giant, Developer of the Video Game ‘The Ascent’

UNITED STATES: Krafton, the South Korea-based game developer who made the hit battle royal video game PUBG, has announced that it will acquire Neon Giant, the creator of “The Ascent,” a cyberpunk action-adventure role-playing game.

The game developer made the declaration during the most recent profit report, in which they uncovered that Neon Goliath is, as of now, dealing with an open-world FPS game. However, Krafton did not provide any additional details regarding the title.

The game developer said that the company is investing in the development and service capabilities of the team to ensure a steady pipeline of premium titles by buying Neon Giant.

Since The Ascent’s arrival in July last year, the game has became a massive hit title on PC, Xbox Series X, Xbox series S, and Xbox One. The cyberpunk game’s launch weekend alone brought in more than $5 million (£3,591,025), and this figure does not take into account any additional revenue the developer received for releasing the game on the Game Pass subscription service.

A PS5 and PS4 version of the video game was rated by the US Entertainment Software Rating Board earlier this year. The game proved popular enough for the developer to comply with fan requests and bring the video game to PlayStation.

If the acquisition continues successfully, Krafton will add Neon Giant to its existing roster of independent game studios, including Striking Distance Studios, Unknown Worlds, and PUBG Studios.

The acquisition is confirmed, but Krafton still needs to provide additional information. The developer has yet to disclose the amount paid by Krafton for the acquisition or the percentage of ownership it purchased.

Meanwhile, Neon Giant has confirmed that it is working on its next project but has declined to confirm the acquisition. Krafton says that Neon Giant is chipping away at an open-world first-individual shooter.

For the gaming community, it appears that Krafton is working on exciting future projects, such as an open-world first-person shooter from Neon Giant, a new Unknown Worlds Sub Nautica game, and a video game based on The Bird That Drinks Tears.

Reddit Launches New Feature: Users Can Now Mute Sub-Reddits

UNITED STATES: Reddit has begun rolling out a “community muting” feature to give users complete control over what they see. In the coming weeks, users of the apps will be able to use the feature, which will later be made available to desktop users.

The social news platform claims to be the internet’s front page. Over time, the platform has developed into what it is today. Most users get spammed by notifications after joining more sub-Reddits than they need.

The new feature allows users to mute a community, removing posts from that community’s notifications, Home feed, and Popular feed.

User u/enthusiastic-potato, a moderator of the official Reddit community, said that the changes are being made to give users more control over the content they see in their feeds, or “their Reddit experience,” as they put it.

A support article on reddithelp.com included an intuitive guide on how to mute a sub-Reddit to assist users in navigating the platform changes.

The platform has stated that muting a community does not prevent users from visiting it because they can still view posts and comments in that community.

Users can also unmute a community at any time in the settings where the user can manage community notifications and other preferences. Additionally, the platform stated that once the desktop version of the feature is made available, it will add the mute feature to the All and Discover Pages.

Users of Android devices will receive this feature first, followed by iOS users. Reddit will proceed to apply the update to their website. The platform has likewise asked clients to connect with the stage’s help group, assuming they see content that may antagonistically influence the stage and its clients.

The three dots menu, which the user can find at the top right of a community page or in the Popular and Home feeds, has the option to silence Reddit Communities.

Kevin Magnussen Secures First Formula 1 Pole in Dramatic Sao Paulo GP

Sao Paulo: The 30-year-old Kevin Magnussen set the fastest time in the Q3 session of the Sao Paulo GP on the eve of team owner Gene Haas’s 70th birthday to take pole position at Interlagos for the Sao Paulo GP. The session was effectively over after the first run when George Russell spun into the gravel and caused a red flag.

The pole position will enable Kevin Magnussen to start at the top of the grid for the sprint at Interlagos who frequently struggles to pass Q1 in Formula 1. He starts ahead of Max Verstappen, the double Formula 1 World Champion, and George Russell because no one could go faster after his accident as the rain got heavier.

Magnussen was still seated in the car when Haas confirmed his pole. The driver wildly celebrated in the garage, banging his fists on the vehicle in what is likely the biggest F1 qualifying surprise in many years.

It was a significant shift from the first qualifying session of the Sao Paulo GP when Sergio Perez beat Charles Leclerc by four-thousandths of a second. However, that was before the rain started to fall in Sao Paulo. Before qualifying, the rain was at its highest point, but it had subsided when the cars left the pit lane.

As the Interlagos track was damp, intermediate tires were the preferred tires at first. Ferrari informed their driver Charles Leclerc that rain was expected in ten minutes as he exited the pits. In such conditions, putting in a quick banker lap in the first minutes of the session was crucial to get out of Q1.

The race director enabled DRS for the first time in Q2, and rain was predicted on the radar but not at the circuit. Lando Norris, coming back from a bout of food poisoning and had been fastest in Q1, was at the top once again. 

Alex Albon put Williams up in the top five on the first runs. Being at the right place and at the right time seemed crucial for the drivers as the track ramped up.

Although Sainz moved up to P2 at the right time and Kevin Magnussen made an unexpected appearance in the Haas in Q3, the Mercedes duo of Lewis Hamilton and George Russell appeared to have the last favourable conditions at the tricky conditions witnessed during the Friday running of Sao Paulo GP.

The weather was going to be everything in the race for the sprint pole. As Q3 lights turned green, the sky was getting darker. Nine of the ten cars lined up on slicks, with Leclerc on intermediates. Ferrari seemed to have got it right for their premier driver, but the forecasted rain came a bit too late for the Monegasque. 

Leclerc set his first timed qualy lap in drier track conditions, and when he pitted for slicks, he could not set a proper lap as George Russell breached his car in the gravel trap at turn 4. Red flags came out as a result of the incident, and soon after, the heavens opened up at the Interlagos, effectively ending the qualification session of the Sao Paulo GP.

Kevin Magnussen, who was able to put in the fastest lap of the session before the red flags came out, took the provisional pole. Once DRS was disabled after the track became wet, the first pole position was guaranteed for the Dane and his Haas Formula 1 team, sparking jubilant celebrations from the garage.

Sergio Perez: Red Bull Upgrades Suited Max Verstappen; Claims Refuted by Helmut Marko

BRAZIL: Although Sergio Perez was closer to his Red Bull teammate, Max Verstappen, at the beginning of this season than he was last year, Verstappen quickly dropped the Mexican driver when his bid for the championship got underway. 

Sergio Perez thinks that’s somewhat because the changes Red Bull made to the RB18 were better suited to Max Verstappen’s style than his own. He initially voiced his displeasure in the middle of the season and continues to do so.

In interviews with media sources after the Mexico City Grand Prix, Sergio Perez expressed his thoughts the Red Bull upgrades to the RB18 suited Max Verstappen’s preferred handling styles. He added that the upgrades were less beneficial to him than his Red Bull teammate.

Red Bull’s Chief Advisor, Dr Helmut Marko, responded to Sergio Perez’s claims and termed it “nonsense.” He claimed that Red Bull’s upgrade’s sole goal was reducing the car’s weight. 

Marko adds that the car being overweight was the primary issue and was still over the minimum weight limit. When asked if weight loss was more important than aerodynamics, the Red Bull motorsport advisor responded, “Yes, the aero had nothing missing.”

Max Verstappen has already won the Drivers’ title. Meanwhile, Sergio Perez is still fighting for second place in the Drivers’ Championship.

Max Verstappen clinched the title at the Japanese Grand Prix, securing it with four races remaining. Two races later, he set a new record for the most victories in a single season, with 14 wins to his name, setting a new record.

Red Bull’s next goal is to finish 1-2 in the drivers’ standings now that the Milton Keynes-based team has clinched both the Drivers and Constructors Championships.

In the race for P2, Sergio Perez faces Ferrari’s Charles Leclerc. The Mexican driver leads by five points with two races remaining.

Since the summer break, neither driver has set the stage ablaze, with Verstappen dominating Sundays with six victories in seven races.

Marty Stratton Made “False Accusations,” Says the Composer of Doom Eternal

UNITED STATES: Mick Gordon, the composer of Doom Eternal’s soundtracks, has stated in response to allegations against him by the executive producer of Id Software, Marty Stratton, in May 2020.

Gordon is well-known for his work on the soundtracks for several video games, including the Wolfenstein and Doom series.

Gordon distanced himself from the Doom Eternal soundtrack album in April 2020 after fans criticized its quality. This prompted fan hypotheses about its creation, and Marty Stratton, who was filling in as chief maker on Destruction Timeless, presented an open letter on the Destruction subreddit to address reports.

Gordon wrote a lengthy statement a year and a half later to refute Marty Stratton’s claims and provided screenshots of emails and legal documents as proof of the proper timeline.

He made his statement on Medium, saying that Marty Stratton had been manipulative and abusive. Gordon advised people not to use it as an excuse for a hate campaign and stated that he had released it to defend himself.

Gordon claimed that Marty Stratton used deception to assign blame to Gordon and that Marty Stratton had misled him about producing the Doom Eternal soundtrack album.

In addition, he asserted that ‘id Software’ had used his “good faith” submission of tracks and edits for the in-game score rather than included in his contract and had not compensated him for them.

Gordon has presented the events in chronological order, resulting in a messy development picture. Initially, his task was to produce final tracks for two monthly levels and work on the in-game music, claimed the composer. 

He described the timetable as “tight, but not impossible.” However, he claimed that the software company ‘Id’ didn’t give him any gameplay or level design material from Doom Eternal to help him write, which made it hard.

The music should have been more behind schedule due to issues like slow communication and a contract delay.

Formula 1 Braces for Rains at Interlagos ahead of Sao Paulo GP

BRAZIL: Formula 1 returns to Interlagos for the Sao Paulo GP, one of its most famous and historic venues, for the penultimate race of the 2022 season.

Sao Paulo GP (2021) at Interlagos will go down in Formula 1’s history as an awe-inspiring race 

Lewis Hamilton, officially declared an honorary citizen of Brazil earlier this week, took his third win at Interlagos last year. 

Starting the race from P10, he sliced through the field before passing Max Verstappen later in the race en route to a come-from-behind win which saw him set off in pursuit of championship leader, Max Verstappen. 

In the sprint event a day before the race, he overtook 15 cars within 24 laps. He started from P20 after being excluded from the qualification results. The disqualification came after his Mercedes W12’s rear wing was found in breach of Formula 1 regulations.

This year, however, there won’t be a thrilling title decider like in 2008, 2009, or 2012 because Max Verstappen and Red Bull already hold both Formula 1 titles. However, early forecasts suggest that the drivers may face challenging conditions at Interlagos.

As the Sao Paulo GP is a sprint weekend, FP1 and qualifying will take place on Friday. According to weather reports, it will be overcast, and there will be up to a 70% chance of rain during the day.

Expectations are that the temperature will reach 25°C on Friday when qualification will set the grid for sprint qualifying, but there is a 40% chance of thunderstorms over Sao Paulo.

Sprint qualifying will take place in Brazil at 4.30 p.m. local time, with temperatures expected to be slightly cooler at 22°C, with overcast conditions expected to persist on Saturday.

However, the likelihood of precipitation during the day is up to 90% in the morning and 65% in the afternoon. The temperature during sprint qualifying might reach 22°C.

The teams and drivers also face another cloudy, humid day for Sunday’s Sao Paulo GP main event, which begins at 3 p.m. local time with a chance of rain of up to 80% in the afternoon.
